Jamia Amjadiya Razviya/ Rizviya, Ghosi ( India) is a Madarsa under Molvi Zia al Mustafa Ridawi. The Dar al Ifta of this madarsa was asked two questions with regard to photography for supererogatory ( nawafil ) Hajj and visiting those shrines ( mazaar) where CCTV camera is installed.
We produce the fatwa for our Akhtari brethern along with a photograph from the shrine of Imam Ahmad Raza Rh showing a CCTV camera installed there. We hope Akhtari brethren won't say that the installed CCTV camera remains off!!
The answer given in the fatwa states that getting oneself photograph is haram e zanni and performing nawafil hajj falls under the category of mustahab (recommended), hence one should not perform supererogatory ( nawfil) hajj, if one has to get photographed.
Akhtari brethren will say that our pir sahab doesn't get photographed every time he goes for nawafil hajj. He has kept thousands of photographs as a stock and these were taken just once, many years back. In case this reply is given, let this be official from Akhtari scholars and then we will reply.
In replying to second question the dar al Ifta says that visiting those shrines where CCTV camera is installed is a sin ( gunaah)!Such a person cannot lead prayer.His imamat is not permissible.Performing salah behind such an individual is makruh e tahrimi and a sin. If an individual performs salah behind such a person,( who visits shrines with CCTV camera) then it is wajib to perform the salah again.

aisa hajj-e-nafil ya umra kerna jiske lye tasveer wala passport dena mulki qanoon ki roo se laazmi hota hai JAAEZ NAHI kyun k tasveer khenchna HARAAM-E-QATAI hai Khinchwana HARAAM-E-ZANNI aur hajj-e-nafil ya umra darja-e-istehbaab me hai (yaani mustahab k darje me hai)-to is soorat me HARAAM ka muqabila MUSTAHAB ya KHILAF-E-AWWAL se hoga aur zaahir hai k mustahab k lye HARAAM ka ka irtikaab JAAEZ NAHI kyun k HARAAM-E-ZANNI kam az kam darja-e-haajat me hai aur mustahab darja-e-munfa'at me to jab in dono ka muqabla o muaarza ho to tarjeeh haajat o zarurat ko hogi aur munfa'at k lye haraam ka irtikaab rawana hoga-

Aisay mazaaron per hazri ka kya hukum hai jahan cameras lage hon maslan roza-e-aala hazrat bareli shareef jahan teen cameras lage hain..jaaez per daleel matloob najaaez per zaaer ki imamat ka ka kya hukum hai?

jin hazraat k nazdeeq camera ki screen per nazar aaney wali soorat tasveer hai unke nazdeek cameras lagey hue mazaaron per amdan (yaani jaan boojh ker) jana jaaez nahi GUNAAH hai- ye tasveer khinchwaney k mutaradif hai-aur tasveer khinchwana haraam hai is qoul per jo imam bil qasd (yani jaan boojh ker) aisay mazaron per aisi jaga jaega jahan se iski tasveer chhapti hai to uski imamat NA JAAEZ aur uske peeche namaaz MAKROOH-E-TEHREEMI k parhni GUNAAH phairni waajib-
